Anyone know how to get into the BIOs of this wee beastie.?

Its being used as a HTPC/web browser , but I;d like to get into the BIOS so i can raise the scenario design power to 6w ..a 50% increase over the existing 4w. Then I can run all my HANDbrake encodes at much faster speed

You can enter BIOS settings with DEL(ETE) key. But you will not find Thermal Design Power (TDP) or SDP setting there. Monitoring those values is easy with HWiNFO application.

Scenario Design Power (SDP) is just Intel term for fixed workflow test and it is probably mean power value during that procedure.

You can change TDP value of Apollo Lake CPU but right now it is rather cumbersome. It will get easier when ThrottleStop tool support for Apollo Lake CPU is done.
Right now you can use method described there to change MSR register yourself.
 
Ok will keep an eye out for thsoe two softs . I am sticking 8gb ram in there to try to juice it up a little ...*ddr3 sodimm 1.5v I hope its compatible*
