VPN with static IP?

I've never had a VPN before and I was wondering if they typically assign a static IP or if that's an extra you have to pay for (or if it's not something they do at all). I did a bit of googling but couldn't a provider that specifically mentioned IP's.

Having a static i.p will make having a vpn much easier. Thats why im with plusnet over give you a static i.p

However there are lots of vpn software like open vpn that will cater for a dynamic i.p
