VR overlay showing another VR stream?

What software would be required for an in-VR overlay, where you can see a VR stream from another VR user. A rough example - two people running a VR museum app/experience where they both have an in-VR overlay of the other persons mirror desktop showing what they're seeing. So that you know you're both in the same place, looking at the same thing. Not coop gaming but more personally interactive on non coop experiences.

You can already (on PC at least) pin a window into VR and that could show a stream from another VR user.

I Should have explained a little more, I'm looking for a pinned window that moves around with me so that wherever I look or move to I can still view the window.

You can do that in the Steam Overlay and I think you can do that still in the Oculus PC menu too.

It looks like there was a feature in the PC software but but it's no longer available.
