W10 April/May 19 Build AMD Optimisation

I have a threadripper build so I'm optimistic of some gains but I don't usually benchmark things (not a gamer) so unlikely to have anything real to discuss. Wendell at Level 1 Techs (YouTube channel) has done some preliminary tests I think he said and saw some real world gains. He'll probably do a deeper analysis of it soon knowing him.
