Wallpaper resizer needed

Hi guys,

I used to have a free program that could resize / crop wallpapers and images using a choice of aspect ratio's. It was really easy to move the crop box around the image to edit it. I can't remember what it was called! Can anyone recommend anything?

Windows Desktop Properties -> Picture Position: Fill, Fit or Stretch, should do the job.

I have Paint Shop Pro, so I can go in and change canvas size etc, it's just I want something where I can use a template to crop it easily. Dammit, I wish I could remember the name of the program I was using grrr.

It's freeware and looks like a Microsoft made Photoshop clone (basic tools)

Paint.net lets you do all that and more

Paint Shop Pro let's me do all that and more as well, it's just not as quick and easy as Image Cropper.
