Yes but no on-board graphics like the FM2 APU's, so you'd need a video card too, adding to the cost.

yes thats not a problem so that combined with some 8gb or ram mentioned above and a graphics card should run alright?

Yes, just make sure that the power supply can handle the video card you choose (along with everything else). That 300W is ideal for APU without video cards, but not for builds with video cards. Also, check that the power supply has the right connectors for the video card.
