Wanting to make an online server i can stream from

I've been wanting to do this for a while now and after doing some research i'm not entirely sure its possible, basically i have an netbook that i don't use a lot anymore, it has a big hdd in it, and barely uses any electricity so i want to make it so that i can have it as a server online where i can upload and stream video from it anywhere in the world, has anyone got any ideas?

Hi thanks for the replies, i should have been more detailed because that isn't quite what i was thinking of for starters i don't have a copy of windows 7, are they're any ways on doing it in the operating systems, or with a linux distribution?
 
Mediaportal with the Webmedia portal extension (ampdroid as well if you want to stream to your android phone, handy if you cant be bothered to boot up a pc)
Can even stream live tv with it if you have room for a usb tv card.

It transcodes what your watching as well so it can work on very low bandwidth.

It is Windows based so you will need a Windows os. No Linux support i'm afraid.

You can do this with Plex too, run the Plex server under Linux on the system and then set it to communicate with a MyPlex account. The use Plex clients to stream from it from anywhere over the internet as long as they are setup to use the same MyPlex account (or another that has been shared too).

I'd be worried about whether a netbook would struggle with transcoding though.
