Warm coat for freezing southern softy

My fiancee lived on the south coast for most of her life, but is now living in the cold north with me in Sunderland. Consequently, she spends 95% of the winter months shivering in what to most northerners are fairly mild conditions, with the occasional warm breeze. Last winter she would go to work every day with 2 fleeces on top of her work clothes, a coat, scarf, hat and gloves. She was still freezing.

Can anyone recommend a proper warm coat that'll keep her feeling comfortable through the winter, without needing to be packed out with extra fleeces and suchlike? I guess such coats don't come cheap but I don't necessarily have stupid money to buy one.
 
Best thing would be to get something a bit more technical, like a windproof. Have a look round the outdoor/hiking shops. Field & Trek are usually pretty good, old season stuff at low prices. Nothing changes much between the seasons other than color, usually.

North Face Summit Series Suit. If it's good enough for the 8000m peaks, it is good enough for Sunderland. :D
 
Proper thermals, like you put on going skiing. £20.
Job done, she will be sweating like a mofo.

Add a proper ski jacket that will keep the wind out.
