Was this an illegal speed camera van?

A quick search on google came up with this

Criteria for mobile enforcement sites:
Number of fatal & serious collisions - At least 2 per Km in last three calendar years (not per annum)

Number of personal injury collisions - At least 4 per Km in last three calendar years



And today a camera van has been parked on the verge of our towns bypass. A road that had only been opened 24 hours previous. Officially can they actually be there or not? I'm not worried I was caught (was stuck behind a tractor).

Sometimes people have better things to do than crawl along empty rural dual carriageways at 40mph or whatever ridiculous limits they've set this week.
 
But they still shouldn't whinge if they decide to break the law then get caught. That just makes them look like a child.

No matter what you say or whatever rule you think they broke (the cops), it would never hold in court.

They'd just say ignorance is not a good enough excuse to speed.
