Washed out icons

Fitted a new 20" LCD running on a Radeon 9600 3/4 years old. Resolution 1600 x 1200.
The trouble is that The colours of windows folders are washed out and the desktop icons are distorted. Is this down to the card not being "man" enough or what. Thanks in advance.
 
I found this when I installed my new graphics card, I discovered that in graphics options the slider was set at 16 bit and not 32 bit, on changing to 32 bit all my desktop icons were sharper and clearer....;)
 
I go to Program Files and see the ATI CP files but cannot open the panel. I must have removed it from the taskbar years ago and now cannot open it.

you can access the control panel by right clicking the desktop - it's in the context menu.

Tho if you're not exaggerating about the 'years ago' - you really need to update your drivers!
 
The CP is associated with the normal Windows Display box as you say. The drivers are the very latest.
Everything works OK except the quality of the windows Icons and the depth of their colour.
