i take it you know what 'wallpaper manager' is? (i imagine it manages wallpapers 
)
-quite often spyware installs itself with names like this.. (could be coincidence)
if none of the scanners are picking that up, it's probably just a part of a program you use
try using process monitor to see the path of the file.

Just for future reference, Processmon will also tell you the publisher of the invoked process.

Blooming Heck , you've got an awfull lot of things running on your PC...............42 .
Mine shows just 28 with 38 items listed in my Add-Remove-Programs .........you do seem to have more programs installed though .
I use Winpatrol to identify what process's are running and close them down if need be .
