Anyone else notice that when watching normal quality dvd's the quality is hindered when displaying at high resolutions. its quite annoying as i will have to make the dvd smaller so it still looks decent ?

anything else i can do about this apart from the obvious of watching a 1080p version :P

Watch from further away. The problem is that you're usually sitting very close to a computer screen compared to a TV screen, so you see how rubbish DVD quality actually is :). Frame rate is also an issue because PAL DVDs are all 25p or 50i and 99.9% of LCD monitors can only display 60 or 120 Hz, neither of which allow completely smooth 25/50 fps playback.

The best you can really do is use something like Media Player Classic - Home Cinema with the EVR Custom Pres video mode. You'll actually get very good interpolation this way (probably better than most upscaling DVD/BD players) but it won't hold a candle to 720p/1080p sources.
