currently we have a water meter and we have high water bills, do the water boards allow you to pay a fixed rate per month? we used to do this in our last property as there was no meter.

I think you can ask to go from fixed rate to meter, but not the other way around.

So those people who feel they are overpaying by paying the fixed charge can ask the water company to fit a meter, but basically the water companies are all aiming to have people on meter so you won't be able to go the other way.

No you cant, you can set up a fixed direct debit per month of what you want but come the end of the year you will have to pay the rest off. You cant go from meter to rates they wont let you as they want everyone on meters.

Sounds like you need to use less water basically. In my experience you need to use a hell of a lot of water on a meter for it to cost more than the fixed rate would do.

Should move to Scotland :) Water rates come inclusive with Council Tax. Unless you have a leak problem in your house then you shouldn't be much above what the fixed charge used to be?

Depends on how many people live in the house. I'd say for an average couple a meter works out cheaper, but anymore than that and you tend to pay more money than with a standard rate.

According to OFWAT:

Average unmetered annual bill ...... £141 for water and £149 for sewage total £290
Average metered annual bill ...... £116 for water and £132 for sewage total £248

In 2005 the average household bill was £278.

Given the above figures, you are using in excess of 4 times the average so either pay up or use less.

Edit:
Suppose that HALF of your bill is for supply of fresh water ....... £600 per year
divide by cost per cubic meter 45p ...... = 1333.3 cubic meters which equals
293,333 gallons !!!!!!
divide by 5 people = 58,666 gallons EACH
divide by 365 days = 160 gallons per person per DAY.
Average bath = 30 gallons = 5 baths per person per day ......

That's assuming that HALF of your bill is for the supply ..... WTF! do you have several indoor swimming pools too?

I can guarantee that even small leaks can affect water consumption by a huge amount. One constantly dripping tap will rack up the usage. I should know, my company does Leakage detection for most of the Water network companies in Britain along with private work too. There could also be a problem with the meter, it's not uncommon and there could be other buildings being fed off your meter, again not uncommon :)

you may be surprised about noticing leaking, 4 bathrooms? are you sure none of those toiles are slightly overflowing and running out the overflow pipe?

That is too much water, that is every person there having a bath everyday ontop of normal water usage and some!
