water cooling a 7970?

Depends on the pcb layout. Is it a reference style card with the blower fan? There's definitely waterblocks for that, ocuk sell EK ones. If you don't have a reference cooler you need to research whether the card has a reference pcb or whether a company makes blocks for that pcb.

Is the ek block just a block or a full kit?

Ek block is just a block with fitting kit to attach it to your card. Regarding the EK block - there is a useful configurator on EK's web site where you can put your model of card in and it will tell you what is compatible :)
