watercooling probs

hey everyone.. first time poster

i have a prob with my cooling setup...

i have a
D-Tek FuZion V2 cpu block with a 240mm rad and a 120mm rad.. both have Scythe Kaze Jyuni 1900RPM Slip Stream 120mm Fans installed
pushing the system is a Swiftech MCP355 pump.

the prob i am getting is that i am getting idle temps of 38-40'c with my amd 9950 quad core black edition.

i have had this running a lot cooler.. idle of about 22-24'c but seems to have gotten higher since changing the stock fans on my rads to a better airflow rated fans.. someone told me that i needed a lower rpm fan???

i am usuing mx-3 paste and a Coolermaster HAF 932 tower case

for my d-tek block i do have the quad core mid dchamber insert.. is this worth fitting to help lower my temps??

any help would be appreciated as i want to clock my chip up again...

for what its worth i didnt see any improvement using the quad insert on a amd p2 940, so ended up removing it.

As for you temps, did you recently re-mount the dtek, maybe to fit the quad insert, as i have 3 of the kaze juni's on a pa120.3 and at low speeds (around 1300rpm) i idle at the temps your getting but on full speed will idle around 32 atm, low 20's in winter ;)
