Waterproof seat cover safe while riding?

I would look at treating or recovering the seat. Personally I dont like the idea of putting an additional layer that could slip under me
 
Yeah I hate to say it but I would bite the bullet and try to find someone who can replace the cover of the seat for you.

Given a bike of that age, worth replacing the padding all at the same time, it'll cost you a bit more but I would say worth doing.

Unless you fancy giving it a go yourself or course.
 
In the past all I've done is go onto ebay and find a seat that looks in better nick than mine and buy it. Checking for you they start from about £30
