personally i'm a visual studio 2005/8/10/12 person. If I am doing a quick change to a file that isn't source controlled then just straight up notepad.

You can get the express editions of visual studio which are pretty much the same as the paid version. I am sure there are differences but I have never had to use the express editions.

Mega up votes for phpstorm, use to use ST2 for php but since I discovered phpstorm not edited php in ST2 since :P
