Web monitoring software

Hey Guys :)

My brother has yet again stolen my mothers credit card and ordered £400 worth of stuff off the internet. He done this last year and spent almost £600 on stuff - we got the money back by taking it out of his 18th birthday fund. I cant unplug his internet connection as he gets violent with my perents if he cant get on MSN. What I want to do is get some software to monitor his internet usage and to block certain websites that he goes on, namely PayPal and NoChex - and if we can block https(but allow http through) trafic all together that would be great.

If someone could suggest some software to do the above I would be greatful as its becoming beyoned a joke now!

Edit: Forgot to add it can be free or payware :)

If he is not technically advanced you could simply edit the hosts file, you could send all requests for paypal to an ip of your choice. If you want to stop https traffic you could close port 443 using a firewall

You could set up a passworded install of Norton Internet Security on his computer. You would then be able to block certain programs from gaining access to the internet, block certain sites etc.
