Website design - where to begin

ok, many many moons ago i created a couple of basic websites, this was using front page and it was pretty darn simples.

Now my brother runs a i.t company and gets many requests from clients for very quick simple websites..

Say a pub , whom want to advertise there menu and location , pretty much thats it , so 3/4 pages max.

Now my question is what should i begin first, im just running through a tutorial using fireworks to create the pretties and then dreamweaver to actually put it into a webpage format.. Is this old hat, and is there somthing else i should be looking at first.

You're not the first person to ask the "How to web design" on this category.

Not the first, doubt if he/she will be the last. For a simple 3/4 page site then a static site is probably best. I'm not sure that many people use fw then slice up and use dw any more though. Maybe using them to create image sprites or a similiar technique but more and more sites are crafted in css and use jquery or similiar to add gloss/polish. There are literally a gazillion tutorials out there, but you may want to start off and use some sort of analytics to see what the browser and user stats are and tailor your sites to those metrics, ie. if plenty of people use IE6 then a lot of nice but technical techniques (say that after a few pints) are going to be worthless...
