Website different in IE and Firefox

Got a quick question from my friend who is doing a website he created in frontpage. I'm trying to convince him to redo the website completely and use something other than frontpage but it's bugging me why the menu bar on the left is different in IE and Firefox.

Tell him to expect that if he insists on using that horrible piece of software :)
 
Horrible software or not, even dreamweaver would come up with some problems, even hand coding it will, but the menus borked for me in FF and IE and SM, so dont think the code is right anyway!
 
It's basically because front page will a; make a hash of any html code and b; I'd bet my third nad its only really designed for the use in IE.

There are plenty of threads about the benefits of separating style from content and improving cross browser compatibility.
