Website on a CD

Does anybody know a quick and easy way to burn a website on a CD so that it will run no matter what drive it's in?

It's static so I don't need PHP or anything like that.

create an autorun.inf file, in it type:

[autorun]

open=launch.exe

launch.exe opening a flash intro that opens an html page.
