Weed control

I have a few questions regarding weed control.

We have recently purchased a new house.
at the bottom of the garden is a plot of 60 x 60 cement slabs that I plan to put a shed on, however we have had weeds growing through the gaps and I want to make sure that they won't grow through the shed floor.

The shed floor will be 1" thick OSB floor boards so will have some gaps in it.
Will the lack of light prevent weed growth here or will I need to put a plastic sheet or something down ?
Our fence has gravel boards at the bottom of it and between the gravel boards and paving slabs is a border probably 4" thick of pea gravel, this is also an area of concern for weed growth as it obviously won't be very easy to get to , what can I do here to stop weed growing.
The next door neighbour does have a birdhouse with seed in it on the fence so seeds will inevitably get dropped down here.

If I dig up all the gravel lay a weed membrane and put the gravel back will that do it or can weeds grow without soil ?

Sorry If I sound like a complete noob, but I have never had a garden before (well not one that I felt compelled to look after anyway)

Cheers

You might also want to apply a Ready to use weed killer before you put the fabric down and you can buy some which stay in the ground for 6 months to prevent regrowth (Ground Clear by Bayer Garden) which would be perfect really.
