Weedkiller problem.

Hi guys (and gals!), I have bit of a problem.

At the front of my house I have a small front garden with a small wall, just in front of that wall is a small flower bed area that has had some sort of bush planted in it. Im not sure what exactly the plant is, its a new build house (coming to 2 years old) and they placed it in every houses borders.

Anyway my plants (whatever they are) were caught victim of me being a bit too generous and careless when I was weeding the lawn next to it. Safe to say the plants are not dead but they are deformed and struggling to grow. Whatever grows on them turns out twisted and just wrong.

How do I go about treating this?

Also as a side note I tried to dig a little into my soil just to check the quality and exactly what was going on (as my lawn is terribly patchy and dead in places) and it turns out I have about an inch of soil and the rest is either hard clay, rubble or a mixture of both. The borders are a little better but only very marginally.

Remove the deformed plants and start again with something beautiful? (Or is that plant discrimination?) But remove the clay/rubble and replace it with a quality topsoil.
 
I had a horrible feeling id need to do that. My whole garden is basically turf on top of hard clay/rubble. If im to do anything with it ill need to dig the whole thing up which would not only be weeks worth of work but it would also cost a fortune to fill it.

I imagine the best depth would be around 6 inches right?
 
So with the inevitability that ill have to get new plants do you know of anywhere that I can get them at a fairly decent price with lots of variation?

Is ordering plants on the internet advisable?

I have a garden centre nearby but they charge a fortune for the stuff.
