Weird AA problems on my 4870

My Gainward 4870 is behaving very strangely with regards to AA. Firstly, I cannot disable it. If I put it to "use application settings" then disable it in-game, it is very obviously still on, even in games that don't have an anti-aliasing option! Secondly, if I set it to a fixed amount, it seems to use a very low AA no matter what I set it to. The only way I can get a decent amount of AA is to turn it "off"!

I've tried 4 different versions of Catalyst and it's the same with all of them.

Aside from this the card runs perfectly.
 
My 4850 does the exact opposite, it only activates AA if it's applied in game. It completely ignores the CCC settings. I've just given up trying to fix it :p
