Weird artifacts in browsers/plex (GPU issue?)

This issue has been bugging me for the past couple of weeks and i'm really stuck on what the issue is.

After some time when browsing (Chrome or Firefox) my browser becomes plagued with blocks of artifacts that move around the browser window when i move my mouse. When this begins if i then move to Plex home Theater the same artifact issue carries over inside the Plex window. The problem seems to begin after watching YouTube videos but i can't guarantee that as sometimes it happens 15-20 minutes after i watched one. Only a restart seems to fix the issue.

The bit that has me stumped is that it only seems to happen inside a browser window or inside the Plex window. Desktop and every other programs i've tried works fine such as VLC player, Nvidia Geforce software, Afterburner and games like CS:GO. Although i obviously have not tried every program.

I've re-installed drivers, browsers, plex and plugins to try and fix but no dice.

My system:
I7-3770K
MSI GTX 670 Power edition
16GB RAM
Samsung 830 SSD
Windows 8.1
2x Asus 144Hz Monitors

Here are some images of my issue (please excuse the large images).

Is the gpu overheating?

Edit: a quick search suggests hardware acceleration may be the cause. Wonder if plex uses it as well.

No issue there. To be honest I realised it was a stupid question when I reread and it said only in browser and plex. If it was overheating it would be on anything. Sorry.

Try turning off hardware acceleration in one of the browsers and see if that fixes it.

Don't you have vccio? If not try with vccsa at 1.15v with 16gb of ram, then see if the artifacts continue

Do you get any while gaming? If so it could point to GPU memory and can test by under clocking the GPU memory by 200mhz or roundabouts and see if it still artifacts but try more vccsa first

Just turned off hardware-accelerated video decode in Chrome:Flags, will see what it does :)

VCCIO in BIOS fluctuates between 1.056 and 1.059 (Auto). Do i change that instead?

No i don't get the issue while gaming. The artifacts only occur inside the browser window (even if i move the window around the screen and Plex window), this leads me to believe that it maybe something other than my GPU

A few friends and I have had this. We have a 680 and two 980s between us. Doesn't happen anywhere else but in chrome. Although none of us use firefox so haven't tested that.

Yh it could just be a chrome/hardware acceleration thing,I'd wait a while see if it fixes it before raising vccio

Thanks for the replies. It's a very random occurrence at random times so i'll message back if it pops up again
