Weird CPU core speed drop down

Hi

After recent update to windows I noticed that my CPU core speeds drops down on couple of cores, now I never had this problem before as I turned off setepdown future in bios, all my cores should run around 4.3, also check power management, I'm not expert but why is this happening now.

Fixed the image now, you can see some of the cores will drop to 798mhz

I have been running prime95 to load all the cores and you can see when stress testing all cores running at 3.2-3.3 which is the base CPU speed, stop the stress and everything back at 4.3? is this normal? I am under the impression that the i7-8700 should run on all cores at 4.3

I think this is something to do with voltage and power, as you load the CPU will run all cores @4.3 for a while and after 30sec will gradually start to slow down, give min and all will be run at @3.3, vrm throttling? again all this is recent, use to be able to run all on 4.3 with out any drops.
