Weird Ethernet Issue?

Alright so I've got my PC connected to my Router (Standard ADSL Internet) via Powerline adapters and ethernet.

Recently (Past maybe 3 days) I've been having a really weird issue where my ethernet is connected properly, nothing on the powerline adapters to show a problem but I just get no connection at all no yellow exclamation mark either.

My browser just hangs trying to connect to a site until it times out. So it's obviously recognizing the connection but not receiving packets?

The problem's resolved upon a restart of the system (Which is running Windows 8) it's isolated to just my PC though, my phone works fine and it happened earlier while I was using my Xbox.

Something's telling me there's a high possibility of it being a hardware fault with my MoBo's onboard networking (The MoBo is a cheap and nasty Lenovo board from a pre-built) but I don't wanna replace my MoBo until I get fibre internet (I've got a lot of games and don't want to spend tediously copious amounts of time re-downloading them all after reinstalling my OS)

Anyone got any ideas? Also another thing that makes me believe it's not related to the powerline adapters is that I can run my laptop on the ethernet and have no issues at all (Which I've been doing to check that)
 
I uninstalled Hamachi after forwarding the relevant ports I needed. I should probably have mentioned what's in my network connections;

Ethernet - Realtek PCIe GBE Family Controller (On Board) - Enabled
Wi-Fi - Realtek RTL8188CE USB WLAN - Disabled
VirtualBox Host-Only Ethernet - Disabled
 
Registry check on Ccleaner is a good point actually I'll do that and post again if the problem happens with that info ^

I thought it may be MoBo related because it's a Realtek ethernet, and from what I've seen/heard Realtek on board ethernets are pretty bad but it's been fine for the past 3 months so eh
