Weird flicker/stutter/jitter problem

This is seriously p'ing me off, ive had this problem for ages now and not really done anything about it

I get this flicker/stutter in windows/games, it's really noticeable when im scrolling through webpages, ive uploaded a video of what i'm trying to explain. Might need to watch in hd to see what i mean

Ive reinstalled windows with latest drivers a million times, downloaded latest bios, changed motherboard/memory in the time since the problem started

Notice an invisible horizontal line about 2/3 inches from the top of the screen, when i scroll past it goes all funny

I'm thinking it could be something wrong with my gfx card, would flashing a different gpu bios do any good?

hmmm you got an old screen floating about you can try? It'd rule out the possibility of it being your monitor.

Oh yeh forgot to mention i tried it on a 17" tft, does the same thing

i had a similar flicker to you tho only in games, tho it wasn't a hardware fault, seems to be fine now after a fresh install of windows and latest drivers. I didn't do all that to fix a flicker tho i had more serious problems lol, maybe check your cable connecting monitor, see if anything is affecting it like nearby cables. just a few possibilities.

Id say your graphics card has probably developed a fault. Might be worth taking it out, giving it a blow to get the dust off and put it back in, bit of a long shot but you never know.
