weird fps issues with i7

hi i just got an i7 920 - did have a q9450 and suddenley certain things are running worse. grand theft auto iv which did run near perfect on my 9450 is suddenly really juddery when i pan the camera and goes down to single digits and is unplayablee and once it even bsoded.
crysis wars when theres a lot of tank explosions will suddenly cease up fps in the same manner. i also played assasins creed and that seems perfect

any idea what is causing this. i havent reinstalled windows from my last build yet so that could be it as im using the same hdd. prime95 seems stable though havent run it for that long.

i cant set my ram to the correct 1.65 in bios for 1600. before it was set to auto i put ram voltage down to 1.5 and set mhz to 1333 as i thought 1.64 or 1.66 might cause issues at 1600. hasnt made a difference. rest of bios settings are on auto - vcore seems fine - left most of it alone for now as looks more complicated than my last mobo.

specs are

asus p6t deluxe
corsair xms3 ddr3 1600 tr3x6g1600c9 6gb
core i7 920
vista ultimate 32 - planning on reinstalling with 64 bit
samsung 7200 rpm 16mb cache hdd
nvidia gtx 280

resinstall windows, windows somtimes like a new HAL file
this file has information on your all your hardware specfication and how to use it in best way possible.

ok thanks might as well cut to the chase and do that - do you have to reformat your whole hdd to reinstall windows? can i do that somehow without creating some dos boot disk?

edit ok just read when you boot 64 bit disk it hives you option of reformating which you have to do

lol turns out that the fps issues in gta iv were down to clip capture being turned on automatically after a patch which came out sometime between my 2 builds - when i turned it off evreything sped up 10 fold and i can now virtually max it out with hardly any lag. i thought clip capture was a resource hog but i didnt know it was THAT much of a resource hog.

so people having trouble with gta iv make sure clip capture is still off!
