Weird fps problem on high spec pc

Ok so ive got the this editing pc and its been working perfectly for a good time and i needed some more storage but after i installed the new drives. Every time i load up the game i get mad fps drops. I've tried installing the games on other hard drives but that doesn't work also i've noticed the MHz on the CPU goes downs 800 MHz rather than 3300MHz when the FPS drop happens.
