Weird graphics corruption, how does it move with windows?

I've seen what graphics corruption looks like before but never seen it paint a window border when one is moved by it, though im unsure how graphics hardware interacts with the rest of the system, it appears to be some sort of hardware issue as it also displays at different resolutions and on boot up.

Is it time for a new card or is there anything that can be done?

I've tried taking it out and putting it back in, resetting the bios to defaults, cleaned the dust, new drivers, i will have to also try it in another pc to test it.
 
That's actually a good question because it shouldn't show surely if it is hardware?

edit: just tried and it does appear in a screen shot, weird.

It's just some coloured corruption lines and dots in three places across the top part of the screen, no larger than about 4 icons squared side by side, it does paint on windows which i thought was weird but the fact it shows corruption on boot up and changes size with resolution suggests hardware problems, i will try it with ubuntu live cd and in another pc to be sure though, if there's any ideas or fixes you can think please let me know, thanks. :)
