Weird Graphics Issue

I'm sorting out my auntie with a pc that I previously owned. My problem is it boots without the graphics card but when I boot with the graphics card in the pc goes mid way through the POST then restarts (over and over again).
However if i reset the cmos, the first boot after the reset it boots fine but then goes back to the loop. Does this mean it's not the graphics card thats the problem? Thanks in advance!
