Weird Half Life 2 Problem

Hardware: Intel Core 2 Duo 6300, 2GB RAM, 256MB Radeon X1950pro and Vista Premium 64.

The problem I am having is that no matter what setting I run I always get the same FPS. For example I can run in low details at 640x480 or I can run at 1024x768 with max Details and AA and it always run at the same speed. V-Sync is forced of in the CCC. I've tried this with cats 7.1, 7.2 and 7.3. Also other drivers are up to date. I'm sure my FPS are below what they should be because it dips below 30 on parts of the canals level.

I'd say it's probably a driver problem owing to ATi's terrible Vista support for the X1950 Pro.

Vista comes with DX10 and as far as I know thats the latest. Hopefully the Cats 7.4 will sort out the crappy Vista performance.
 
I dont mean to hijack a thread, but I am having a problem with the 'Bloom' effects in Half-life 2. I am running Vista and I think I have the lastest drivers for everything... I have a C2D E6600, 8800 gts system.

The problem is that when odjects move away from me, the colours fade to white. I am told this is the bloom effect, and that if I turn it off - it'll work fine (I'm at work now so I can't cehck that theory). My question is: Has anyone else had a similar problem and what did you do to resolve it? Having just bought this new pc, I dont really find the idea of turning graphics settings off for the sake of it palpable.

Ok I've tried just about every driver that works with Vista and still the same. I'm putting this down to Half Life 2 not liking vista.
 
This may sound obvious, but you haven't got fpsmax set to 50 or something in HL2?

Type:

fpsmax 300

Into the console in game and see if that does anything.
 
Do you have a different graphics card you can test. I'm almost 100% certain it's poor drivers that are causing you grief. Vista's working as well as it does and the card is fine.
 
Thanks for your input guys, I set the Affinity to dual core and my FPS rocketed :)

EDIT: FPS went from 62.9fps to 96.8fps.

Only other thing i'd add to that is make sure it is a full fresh install of HL2 and steam, all sorts of issues when you just use the XP version...
