Weird idle temps?

Am currently testing an e8600 @ stock, have a Lapped TRUE w/ washer mod, processor is not lapped (was amazingly flat!)
After an hour of prime95 the temps are 39,39. But when it goes back to idle the temps are 24 and 35 :S
I've heard of faulty sensors, is there a possibily that this could be the issue?

Maybe there is a program running in the background that causes the 2nd core to be higher?

No is a fresh install of Vista x64. Am thinking its a faulty sensor as it never goes to 36 when idle just sticks on 37. Though is strange because temps in BIOS are the same on each core O_o
