Weird Issue booting into BIOS

So this issue occurred on Friday afternoon when I had finished installing Windows 10 and it's drivers, I restarted my computer and it would then not turn on again, I decided I would leave the computer for about an hour and when I came back it turned on but the monitor reported there was no signal so I tried the iGPU but it still reported no signal, I heard a clicking noise inside the computer so I opened it up and it was the GPU fans, they were trying to start but couldn't I decided I would do some troubleshooting. I took everything out of the case and setup the motherboard on the cardboard box it came in I installed just the minimal components which were the PSU, a stick of RAM, the CPU, and the CPU cooler, I turned it on and the PC displayed the BIOS from the iGPU I installed the keyboard and mouse and reset the BIOS to default. I then put the GPU in and it successfully booted into the BIOS. I put the other stick of RAM in and it failed to boot so I thought the issue may be RAM related, this is the way I tested the RAM:

RAM 1 - SLOT 1 - PASS
RAM 1 - SLOT 2 - PASS
RAM 2 - SLOT 1 - FAIL
RAM 2 - SLOT 2 - FAIL

Now it looks pretty clear that RAM 2 is the issue but I turned on the computer this morning and it did the same issue that first had not booting into the BIOS, I was using RAM 1 in SLOT 1 which worked yesterday, so I tried RAM 1 in SLOT 2 it then booted which I'm now using. It seems now the issue might be the motherboard as when I turned it on this morning it had the issue with GPU originally a clicking noise coming from the GPU fans so right now it seems pretty clear to me now that it is the motherboard, but the issue with RAM 2 still seems pretty weird to me that it doesn't work either.

I also ran memtest86 on RAM 1 as I couldn't boot with RAM 2 and it reported no issues the computer specs can also be found in my signature, I just want to see what your views are on the issue thanks in advance,

Just an update went to turn my computer on about 10 minutes ago and it failed to boot like the original problem where there was a clicking noise coming from the graphics card fans where they were trying to spin but weren't able to, I had RAM 1 in SLOT 2 but when I tried again with RAM 1 in SLOT 1 it worked but it was the opposite from yesterday where it was the other way round and it won't work with RAM 2 but to me it seems like it must be a faulty motherboard. I'm open to any of your opinions on this issue and help of course thanks in advance,

EDIT: When I put RAM 1 in SLOT 1 it restarted 4 times before getting into Windows.

Sounds like a PSU issue or motherboard to me. If the RAM had failed, I'd still expect the GPU fans to power up.
 
Apart from checking all the connections, and doing the paper clip test (when it doesn't boot), I don't think there's much else to try?
