I've started getting this yesterday, I haven't made any major changes to the system but for some reason, my 3090 started to behave strangely. For most games I play I set an fps limit not only to smooth out gameplay consistency but also to reduce power draw especially on that hungry thing. Yesterday I decided to install Geforce Experience to try out Ansel on CP2077 and it worked well until I jumped on borderlands 3 and saw this low GPU usage (around 50%) but high power draw issue. All settings on max, no fps lock, 250w, then all setting on low or very low, with 144 fps lock, still 250w! I've uninstalled GExperience since but the issue still remains. I'm having to set a manual power limit in afterburner just to bring down the power draw to match usage levels. Fiddling with graphics settings tends to only reduce load but not power. I have attempted to reinstall gpu drivers and the problem remains.
Im using 516.59 driver. Is there anything I could be missing?
