Weird Minimising Problem

Howdy. For about the last 2 weeks I've had a strange problem in XP pro. What ever program that is active on screen loses its 'activeness' now this can be mildly annoying when typing an email or even a post on here (its happened already!) as suddenly the window is not active so you don't actually type anything! However Media player goes from full screen to windowed and running games for longer than 2 minutes is out because they just minimise to the start bar so you get an interuption.
I've done a virus scan and nothing new has come up any ideas?

I had this on a laptop at work with a wireless card's own config program (a Belkin card... *shudders*). Anything similar in your system?

Download Process Monitor (or study Task Manager without blinking) for something taking very brief CPU resources. It's hugely annoying, I know.

I have no wireless on this system, the only odd hardware problems i've had have been a warning saying my graphics card isn't getting enough power so its clocking itself down. But that happened after this problem started.
