Weird noisy/pixelated flashing blocks on certain apps

This is driving me nuts!

For some reason certain apps will have this weird noisy/pixelated flashing which seems to be influenced by me moving the mouse cursor over them. 3 examples are Microsoft Teams, Logitech G Hub and also the Ring app when playing video footage.

Anyone got any ideas? My pc is otherwise completely healthy. I've been Googling the hell out of it and tried all sorts of things but no joy so far.
 
I thought VRAM initially on reading this but would need see a example.

Dial back your overclocks to standard, sometimes 2D apps are clocked at a different speeds.
Is it reproducible?

yeah happens all the time with certain apps. Logitech GHub, Microsoft Teams are 2 examples. It's nothing like the above picture. It happens when moving the mouse cursor over the application's UI's and sort of turns the colours into what looks like 256bit. Hard to describe!
