Weird OSX lag problem

Ok, I have this weird as hell issue that I have no idea about, I can't seem to find any bugs or other people experiencing this, I'm not an OSX guru, however I am a networks guru - and this has me stumped, I'm on a current generation MBP.

Whenever I open a new webpage, usually something that isn't cached or something I haven't accessed recently, my entire connection grinds to a complete halt for about 10 seconds - before it pulls down the webpage and everything works again. The entire connection pretty much dies each time I do this.

It happens on any connection, so it's not router/connection specific, at home, through my phone, or at work - the problem is the same.

It's not DNS server specific, if I use work DNS servers when I'm at work, or google DNS - there's no difference, each time I open a web page - the entire connection dies for 10 seconds, all downloads stop, anything I'm streaming stops, it's like someone disconnects the wifi,

here's a constant ping running - whilst I load the URL for this forum;

I literally have no idea whatsoever, everything is up to date, the only thing I haven't tried is wired - I might try this tonight, but I need to buy USB-Ethernet first,
 
First off I'd do a SMC and PRAM reset. Then do an Apple Diagnostics.

I did the SMC reset, and right now it seems to have totally fixed it lol

I have rebooted a number of times before and the problem has persisted, so hopefully doing this reset has cured it - I'll report back if the problem occurs again :)
