Weird Overclocking Problem

My Processor is fine and running stable but sometime when I turn my computer on the FSB has changed to 225 when it is set in the BIOS to 250. If I restart it then it usually changes back to 250, but why does it change anyway?

Turn off cool and quiet,

and see if that makes a difference
