Weird PC issue - Wont stay switched off.

I have developed a strange issue with my system. Been working fine for 20 months nothing changed except change from 6800xt to 3080. It will not stay off. Turn off from windows pc shuts down. About 1 to 2 seconds later it clicks and then turns back on. If I hold down the power switch on the pc to force it off it will go off but will then not turn back on via the button. I turn it off at the PSU then back on and it instantly boots without me touching it. I'm thinking fault power button on p500a as otherwise its rock solid gaming etc so suspect its not a psu issue? Specs below and what I have tried.

Motherboard - Asus B450f-F Gaming II - Latest bios
Ram 32GB DDR 3200 2 x 16GB in slots 2 and 4
3080FE
PSU Corsair RM650X
WD BLACK sN750 m.2
Couple of sata SSD from Samsung.

Tried
  1. Reseated every component
  2. Removed unnecessary 10GB Nic.
  3. Reset cmos
  4. Reinstalled windows from scratch (win10)
  5. Checked the cables for button and front panel are installed correctly.
  6. Bunch of windows fixes and soft power adjustments in bios etc but all fine before fiddling with this so should not be the cause.
So I'm thinking stuck button but then possibly PSU as even if the power button is disconnected as soon as I plug it in the pc boots immediately even when set to power off in bios from power loss. Any ideas as someone on another forum mentioned possibly power management issues with the motherboard.

Possibly PSU bit underpowered for the 3080 vs my 6800xt as I have heard the 3080 can be fussy.

Thanks just checked this. Could not feel any sensation and I have dry hands so usually get shocked from stuff at this time of year. Also removed all USB devices except keyboard and mouse and tried different slots. Reinstalling Windows again to 11 might as well try it before looking at hardware
 
It only turns off if I hold down the power button to hard off. It will then not turn back on via the power button. Only will turn back on if I power off at psu. It then boots immediately once the psu power is turned on. Reinstalled latest bios just in case and fresh windows 11 install. Still the same. I then removed the power button cable as suggested shut down the pc. Same thing shuts off then boots. Removed the reset switch cable as well same thing. Only option left is as suggested and rebuild outside the case to check for a short
 
Okay removed everything from PC. Parts all on cardboard box still does it with only the PSU connected GCARD and mouse. Thinking possibly a faulty motherboard power control?
 
3600x so no cpu graphics. Going to do some more troubleshooting tomorrow with lads GPU and powersuppy to confirm its the mobo. Will try his ram etc even though slower its worth a bash to confirm mobo. If it is then its upgrade time hah been looking for an excuse. i5 13600 and z790 time.
