weird PC problem

My cousin brought his PC round today and said the monitor wont switch on and there was a weird noise from the PC sounding like a fan was catching on something. Now the whole thing wont even turn on and the fans wont spin even though the motherboard is showing a green light and everything is connected to it. Im thinking the PSU has died which is an antec 380W or the motherboard, not sure though

Ideas?

Pretty much what you say - could be either the motherboard or the PSU. Could you try another PSU on that system? It could still be the PSU even though the green light is on doesn't mean the PSU is in 100% functional order.

update

Got the system to power up by doing a full rebuild but it will not post into BIOS at all. His old monitor doesnt work due to some of the pins missing so im using mine but its still a blank screen. Now I dont have another AGP card to test the system with to see if its his GFX which has gone but everything else seems alright as far as I can see.

Suggestions?
