Weird PC Problem

Hi,

I recently gave my old PC to my brother, an Athlon X2 4400 with an Abit A8n-SLI Premium mobo.

Since I had the PC it had this weird problem of not powering up unless it had been plugged in for 30-40 minutes before hand. Once it had powered up initially it would power on right away if it was shut down, and had no stability problems at all. If the power cable was pulled out of the back, or there was a power cut the 30-40 minutes had to be waited through again before the PC would power on. It seemed to need constant power even when turned off.

Now the other day my brother was getting new stuff installed in his house and the power was turned off at the mains for the entire house. He forgot to turn off the PC and it obviously went off. Now the PC wont power up at all even after 30-40 minutes of power going to it.

There is power going to the motherboard as theres a green light lit on it for "Stand by power" as stated in the manual.

The PSU is a "550W XClio-SCF aPFC Super Silent". I'm thinking it could be the power supply and I'm considering replacing it.

If any of you tech heads could shine a light on the issue it would be most appreciated.
