Weird Power Problem.

Hi guys,

I have just built a new system after my last one seemingly died altogether (wouldn't power on at new University house). I have tried 2 PSU's in my new build - my old one, an 850W OCZ, and my new one, a Corsair CX600.

my old PC would not boot up at all... this new one, only HALF the stuff seems to receive power. my hard-drives will spin up, the front case fan will work, but the rest... no. CPU-fan, nope. rear case fan, nope. it's as if it's not getting any power, whereas the rest of the machine is.

any solutions/suggestions? very strange problem.
 
update i have got the rest of the mobo fans spinning now by rechecking the power connection...

HOWEVER, the heatsink fan still will not power up. as such the system crashes after about 10 seconds of being booted up (the mobo LED CPU-use indicator goes straight to the red) I have checked and double checked the CPU-FAN jumper lead. I have an Akasa Nero-S V2.
 
have tried the 4-pin heatsink power connector on both the CPU-FAN and SYS-FAN 4-pin connectors... the Akasa Nero-S's fan simply will not spin
 
update: even when placed on a cardboard box and away from the possibility of the mobo shorting with the case... the machine-gun beeps still happen and the CPU FAN will not spin. it spins for 0.5 sec after i hit the on/reset switch but then abruptly stops. really annoying!
