weird problem downloading files.

I've got a bit of a weird issue. I have rebuilt my PC because of new graphics cards, and now im getting this problem. I start a download of a file, only affected steam installer and adobe vista 64 so far (new drivers etc worked fine), and it creates a .part file, and the exe or msi etc. It "downloads" the file, then when it would normally put the part file into the exe or w/e it does, both files just dissapear. I have tried this in IE 7 and in Firefox 3, and checked the settings. Also I have tried downloading to a few different locations. Only other issue I am having at the moment is 3DMark Vantage sticks on "initilizing GUI" and doesnt actually load (left for around 10-15 mins).

Spec is in sig, except now I have GTX 295's instead of 280's, and a PCI Xonar instead of PCI-E. Im on Vista 64 Ultimate SP1 with all but about 3 updates (didnt finish them last night).

CPU is currently clocked to 3.2 with no extra volts (was prev stable) but this issue presented itself before I set it to this, and I tried putting it back down and it made no difference. I can repeatedly keep trying to download the file and it does the same, until it suddenly stops making the .part file and just goes through the motions of downloading it.

My RAM is currently set at 1333 @ 9/9/9/24 with 1.8v (never did seem to get 1600 stable but i never looked to far into it) and the NB voltage is at 1.5. CPU is at 1.25 (auto atm). Temps started at idle around 25 on CPU, 30 MB, 50 NB + SB. After 3 hours of use they were idling around 40 CPU, 40 MB, 55 NB/SB . This was due to my room heating up and the heating coming on so the ambient temp in my case went from 19-22 up to 33-38.

GPU isnt overclocked at all, not even pre overclocked and was sitting at 55 ish the whole time (no waterblocks yet). I have a dominator fan on my RAM because i felt it was getting a little warm to the touch without it. I have 3 intakes ( 2*92 and one random) and 2 extractors (2*120's) in the top half of my TJ07 and then a triple rad and my PSU in the bottom of my case.

Any Ideas, or things I should check?
 
I do have UAC turned off, and my AV is AVG atm, until I swap it out for my Kaspersky when I find the correct CD for my license. I am also using the original admin account I created when installing Vista. Please note, I downloaded the new Nvidia drivers and it created the file, extracted them and then installed them fine.
 
excellent, thanks :) Will have a go tonight. That page sems more promising than what i found (blaming UAC/AV/sec rights) so hopefully will get it fixed.
 
cheers mate, did the first thing (clicked clear save list in firefox) then started dl again and it worked. Such a simple problem lol
