Never have I seen such an issue as the one pictured below.
Cant find anything on google either.
Happens on all autoplay popups and some software startups. eg ConvertXtoDVD.
Any ideas, tried resolution and drivers.

Does it do it in safemode? Turn off Cleartype? Have you installed some corrupt fonts?

It's clearly not a new install so something has caused this. Be it a recent software addition or broken hardware.
