Weird ram speed issues.

Hello, I hope some one can help and i don't need to send back items.

I recently upgraded some hardware and have issues getting more than 2000mhz from my ram.

I've tried to ASUS OC guide, seems as soon as i enable XMP (profiles 1.35v or 1.4v) bios refuses to boot.
Also messed with the voltages and using default ASUS OC profiles.

The top speed I currently supposedly am getting is 2333mhz, but ideally i want 3800mhz minimum.
CPUID says ram speed is at 1900mhz, but i don't believe it as the number jumps from 800mhz to 1901mhz, when under load it seems to stabilize at the higher end of 1900mhz.

Intel Core i7-7700K 4.2GHz (Kaby Lake) Socket LGA1151 Processor - Retail
Samsung SM961 Polaris 256GB M.2-2280 PCI-e 3.0 x 4 NVMe Solid State Drive
Asus ROG Maximus IX Hero Intel Z270 (Socket 1151) DDR4 ATX Motherboard
x 2 - Corsair Vengeance LPX 8GB (2x4GB) DDR4 PC4-33000C19 4133MHz Dual Channel Kit - Black (CMK8GX4M2B4133

Hey, thanks for the reply, Ill grab a .gif of cpuz showing the ram speed fluctuating, Indeed it shouldn't, so I'm wondering if it could be a hardware issue rather than a bios of config issue, sadly cant get shots till I'm back in the office, till then any tips would be appreciated, screenshots can be posted tomorrow / Monday.

Power is on auto cpu voltage in bios, ill get some screenshots to check.

Supply and draw shouldnt be an issue, imo.
Supply: 850w Corsair - modular gold pin with only the needed connectors used.
Draw: 1 SATA SSD and 1 GTX1060, 2x M2. SSD

You might have to do manual tuning (timings) as you are trying to do some very high RAM speed and also not all CPUs can run fast RAM as that comes down to silicin lottery just like it does with overclocking the CPU as not all do 5ghz for example without crazy volts.
