Weird screen tearing issue

Hi guys, ive been having an issue with tearing on my pc for a while now.
tried playing round with nvidia setting and all that but still having issues.
Also tried different monitors, cables, slots on gpu
happens all the time even if im just on my desktop dont really know what else to try.
tried to take a picture with my phone but it looks far worse in person, i move my mouse and i'll see about 8 cursors at once

Pc specs
I7-7700k @4.20GHz
980-Ti
16gb ram
Running windows 10 if that matters

Have you tried turning Gsync on? or if you don't have a Gsync enabled monitor, Vsync?

Can't see the image... Sure you haven't got mouse trails turned on?

Yes i have tried V-sync, does it still with it on/off or on adaptive.
And i dont have mouse trail on, it does it in games too just a lot harder to take a picture of.
