Weird sky tearing

I've recently built my uncle a machine with a 6800XT.

He loves trains so pretty much the only thing he places is Train Simulator. LOTs of fan material/DLCs.

One of the main community fan updates is the sky box and it is used extensively by the community.

On his old NVidia machine this was working ok. Here is what happens on his new machine, as you can see, there is sky tearing (see link) https://clipchamp.com/watch/AhSfqSGCBnp It only affects the sky, no other part of the screen.
Obviously i've tried to find others with the same issues but nothing but i think the general community use nvidia (if i were a betting man) and sky box was likely built with an nvidia.

Any setting i could try in AMD dashboard to figure this one out? I'll try anything really.

Check none of the forced anti-aliasing options enabled in the AMD control panel, they cause sky issues in train simulator

thanks for the response @PaulM i'm not familiar with the control panel, when I next speak to him it'll be on Teamviewer. Can you point to where i should be looking please?

Radeon Settings -> Gaming -> Global Settings -> Anti-Aliasing Mode should be set to "Use application settings".

It does default to that so unless it was manually changed it should already be set right. The only time I've seen that flickering sky in train simulator is when some form of AA is on though so it's worth a look.

flickering like in that link?
It had a very similar pattern of flickering/tearing like your video but it wasn't as fast, the flickers happened 4-5 times a second. This was a few years ago though so something might have changed since then
