Weird Steam issue concerning VAC games

My housemate has a weird problem with steam where games like killing floor, left4dead 1 and 2, TF2 ect all won't launch and say that "the game is currently unavailable at this time, please try again later" or something to that extent.

Now we've tried tonnes of things, including:

-disabling firewalls
-deleting clientregistry.blob
-reinstalling the games via backups
-reinstalling the games via downloading
-changing graphics card drivers
-changing wireless network card
-matching all wireless settings with mine
-fully updated windows 7 64bit

We can kinda get the left 4 dead games working by not using steam to launch them, instead making a desktop shortcut from the .exe and using the -steam launch command.

Killing floor is a no go though due to how it searches for games so we need a proper fix for this. Has anyone encountered anything similar or the same issue before and if so, how did you bypass or solve it?
 
Delete the .blob file in Steam folder
Change download region in Steam
If not, re-install steam and copy game files and copy them back after (Make sure you delete all contents of the Steam folder, some are left there after you un-install).

Those are the only things I can suggest even though you've tried most already.

Fire an email off to Gabe directly with a good amount of detail, make sure you follow the published Steam FAQs/Guides to the letter first though, indicate you feel you have exhausted all options. I would be very surprised if he did not point you in the direction of someone who might be able to help within Valve rather promptly.

I had a billing issue on my account resolved within about 20 minutes emailing Gabe :D
